In this paper we overview the observational signatures of "polar cap arcs" with paying a particular interest in studying more dynamical meso-scale features relating to the polar cap arc phenomena. We next demonstrate recent progress in the issues which have remained unanswered based on the Akebono (EXOS-D) measurements along with simultaneous ground-based observations.
